BYLAWS

ARTICLE I: Name
The name of this organization shall be the Boulder Horseshoe Club, hereinafter known as BHC.

ARTICLE II: Purpose
The purpose of the BHC shall be to develop, foster and promote organized horseshoe pitching in the Boulder and surrounding areas; through organized league and tournament play.


ARTICLE III: Affiliation
The BHC shall be affiliated with the Colorado Horseshoe Pitchers Association (CHPA).  The BHC Bylaws shall be subordinate to all rules and regulations of the CHPA and the National Horseshoe Pitchers Association (NHPA)

ARTICLE IV: Membership

SECTION 1.  Any NHPA member may become a BHC member upon payment of annual club dues.

 

SECTION 2. The dues for BHC membership are $25.00 annually.

Note: NHPA cardholder dues are in addition to BHC Membership
 $35.00 – Adult
 $ 6.00 – Juniors

 

SECTION 3. Dues shall be paid on or before the first day of league play.  If a member has not completed their NHPA membership application and paid their annual dues, they will not be allowed to pitch. 


SECTION 4. Any member may be suspended for:

a. Willfully violating any official playing rule or bylaw of the BHC.
b. Fixing games, cheating, or any other conduct unbecoming a member.

 

SECTION 5. For any of the reasons above, a member may be suspended for one year.

SECTION 6. No member shall be suspended until given a fair hearing by the officers.

 

SECTION 7. Members who have been suspended for one year may be reinstated after the year has elapsed by a majority vote of the BHC officers.


ARTICLE V: Officers

SECTION 1.  The officers of the BHC shall be:

a. A President.
b. A Vice-President
c. Statistician(s) - One per each League night of play

 

SECTION 2. Authority

The Officers shall define and interpret these bylaws and its rulings shall be official unless overturned by the membership by a majority vote.


SECTION 3.
  Duties of Officers

a. The President shall:

1. be the chief executive officer of the  BHC.
2. preside at all meetings of the BHC.
3. approve payment on all expenditures.
4. assign or change specific duties of other officers.
5. appoint any position or committees as is deemed necessary for the good of the organization.
6. be an ex-officio member of all committees.
7. develop revise and maintain BHC By-Laws.

8. be responsible for ensuring that each BHC member or subsitute has a current NHPA card.

9. act as tournament director of all BHC sponsored tournaments.

10. report the club’s financial status during the annual meeting.

11. be responsible for the minutes and distribution of the annual BHC meeting to the members.

12. be responsible for the spring membership notice for season play.

 

b. The Vice Presidents shall:

1. assume the duties of the President in the absence or disability of the President.
2. assist the President, when requested and assume any duties their office may imply.
3. Vice President shall direct specific BHC functions assigned them by the President. 
 

 

d. The Statistician(s) shall:

1. keep an accurate record of all games pitched for each member and substitutes.

2. verify that any substitute, prior to play, has a current NHPA card.

3. the records are to be made available weekly to the entire membership.

4. provide all materials necessary for recording weekly league/game play.

5. provide to the president complete reports, as defined by the president, within 1 week following the last night of seasonal play.

6. establish schedule for court cleanup during seasonal league play.

 

SECTION 4.  Time and Expense Reimbursement  

The BHC Statistician(s) - shall receive $5.00 from each league member per season for the applicable night of play.  Statistician(s) will be paid by the club from the annual club dues.

 

SECTION 5.  Eligibility of Officers
All officers shall be BHC members in good standing (
dues paid and not under suspension).


SECTION 6.
  Election of officers
Candidates for BHC office must be nominated and seconded, at the annual BHC meeting.  The nomination is subject to acceptance by the nominee. 


SECTION 7.  Term of office

a. All officers shall serve a one-year term with no term limits.
b. The outgoing President shall automatically serve one term as Vice President, following their Presidential term, in order to maintain continuity within the club
c. The newly elected officers shall take office the first day of the month, following their election.


SECTION 8. Removal from office

a. Any officer may be removed from office upon failure to perform the duties of the office or for any reason that brings discredit to the BHC.
b. Removal from office shall be by majority vote of the BHC members.


SECTION 9. Vacancies in office
Any vacancies in office except that of President shall be filled within thirty days by the President with the approval of the officers.


SECTION 10. Records and property held by officers
Within two weeks following their term, all outgoing officers shall deliver to their successors in office all records and property of the BHC in their possession.

 

ARTICLE VI: Membership Meetings

 

SECTION 1. Annual Meeting
The annual BHC meeting is the meeting where the business of the club is undertaken. The location and time shall be set by the President.


SECTION 2. Special Meetings

a. A special meeting may be called by the President
b. All members will be notified of this Special Meeting in writing at least thirty (30) days before the meeting and be given the reason for the meeting.
c. No business except that specified in the notice may be taken up.


SECTION 3. Voting

The President may decide on the method of voting.


SECTION 4.
All BHC Bylaws amendments or revisions that are passed at the annual meeting shall become effective immediately.


ARTICLE VII: League Play

 

            SECTION 1. Teams

a.  Teams will consist of 3 members – Tuesday, Wednesday, and Thursday league play. 

b.  A fourth team member is allowed for team play with full payment of Club dues.

c.  Individual play may be used as alternative fomat for Wednesday league play. 

d.  Additional nights of League play will be added as needed at the beginning of each season of play.    


SECTION 2. Rules

a. Each team will pitch 9 games per week. 
b. Normal league play will consist of 
16 weeks. A minimum of 12 weeks must be completed to finish the season.
b. The handicap will be 90% with no limit.
c. All tie games are final.  A tie game counts as half win / half loss.
d. A substitute must have a minimum of 9 games pitched on a specified league in order to pitch during that league's position round.
e. Half hour is the latest any team can show in order to play its games.  If a team does not show,
9 wins will be awarded to the team present and 9 losses will be given to the team that forfeited.

f. At least one member of the team must be present to pitch

1. All 9 games may be pitched if one or two substitutes are present

2. Only 4 games may be pitched and 5 forfeited if no substitutes are present.  The other team present will decide which team member will pitch the 4th game.

g. If two teams that are scheduled to pitch, agree to make up that week’s pitching on another night, they have 3 weeks to do so or the games are split 4.5 and 4.5 (wins/losses).  All make up games within the last three weeks of scheduled play must be completed prior to the last week of scheduled play.  If two teams agree to make up a scheduled pitching match a mutually agreed upon date must be set.  If one of the teams is unresponsive to that date, that teams games will be forfeited.  Extenuating circumstances can be brought forward to the club officers for a ruling.
h. If there is a late show of one team member, the first game is flip-flopped with another team member.  Subsequent games will be substituted.
i. Players handicap for the first week of league play will be the prior years ending handicap.  New pitchers will establish their handicap on the first evening of play.
j. Separate handicaps will be maintained for members that pitch on more than one league night of play.  If a member substitutes on another league night of play, the member may use their established handicap from their team play for the first substitution night only.  From then on, each league secretary must keep a separate “substitute” stat sheet with updated handicaps. 
k. Rainouts will be handled on an individual basis and will be called by the President or other appropriate officer.  Adjustments to the pitching schedule, as a result of a rainout, will be determined by the president.

l.  If a team consists of four members, three members must be designated prior to the start of the first game of each week.  A fourth member substitution is not allowed after the first game has begun.


SECTION 3. Clean up

a. The Annual Horseshoe court clean up will be the last two weekends in April.
b. League play will begin the week immediately following the second scheduled cleanup weekend.


SECTION 4. City Championship

a. The City Championship must be played at the Ted Allen Horseshoe Park, in Boulder, on outdoor courts on a mutually agreed upon night.
b. In case of a rain out, the playoff must be played on the next mutually agreed upon night.


ARTICLE VIII: Parliamentary Authority

The Rules contained in the current edition of Robert's Rules of Order Newly Revised shall govern the proceeding of the BHC in all cases to which they are applicable and in which they are not inconsistent with these Bylaws.


ARTICLE IX: Amendments

SECTION 1. These Bylaws may be amended as follows:

a. At the annual meeting, by a majority vote.
b. An Emergency Amendment may be considered at an emergency meeting called by the President.  


SECTION 2.

These Bylaws will be revised and distributed following the approval of any amendment(s), within 30 days.
